Is it possible to use the Oculus Go WITHOUT CONNECTING to a wi-fi network - presumably once you've set it up with wi-fi. Is it possible to TURN OFF the wi-fi (Say to save battery power).

Yes. You can turn WiFi off in the settings after you've set up the Oculus Go.

(but setup itself requires WiFi)

Yeah, it will work without a wifi connection for stuff previously downloaded (games, etc.). Most of the media apps are streaming online (Netflix, etc.) so you will need a connection there.
